I agree, this is nothing new; I have been reading about this for decades. But sooner or later, Obama ad-Dajjal, Hillary the Harpy, or some other President is going to declare martial law, and our sons and daughters are going to shoot us on command.
What Dr. Garrow leaves out is that our troops are not obligated to follow illegal orders, and that Nuremberg Principle IV states: "The fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him".
Unfortunately, most people in the US military today just follow orders and have neither the knowledge nor the courage to recognize and refuse to carry out an illegal order.
