Everyone involved in the 2006 event should be turned over to the ICC for prosecution as war criminals, including members of the DOJ (sic) who tampered with and obstructed the investigation of these murders.
By the way, this entire situation puts the lie to any respect we might have for NCIS. Obviously Leroy Jethro Gibbs, Abby, and Ducky don't really exist.
