Reducing CO2 Emissions

According to this report, CO2 reductions can be achieved without help from the federal government:

Of course they can. The real question is where the money comes from:

• if it comes from the government, that's called "fascism"
• if it comes from the rich, that's called "capitalism"

But does it really matter in the long run? The tech titans will wind up owning everything no matter what we do or how it gets financed.
